Brief History of the Project
Year 1995 – 1998
Govt. of Odisha and Tata Steel (the then Tata Iron & Steel Company) signed a Memorandum of Understanding (MoU) on August 25, 1998 with an objective of setting up a port-based Steel Plant at Gopalpur near the seacoast.
As per the requirement of the Steel Plant, an area of 5,000 Acres (4,000 Acres for Steel Plant and 1,000 Acres for township) was targeted for acquisition through Odisha Industrial Infrastructure Development Corporation (IDCO). However, only 2,970 Acres of land could be acquired by 1999.
Year 1999 – 2005
The advance possession of the land was given to Tata Steel in 1999. However, the steel plant project could not be implemented because of the increased distance from the raw material locations and unavailability of developed port infrastructure. Tata Steel signed an MoU with the Government of Odisha to set up a steel plant in Kalinga Nagar in 2005.
Year 2005 – 2014
The Government of India legislated Special Economic Zone Act in 2015 to establish manufacturing or service companies which have high export value and high employment generation potential. To leverage this opportunity, in the year 2006 Government of Odisha recommended setting up of multi-product Special Economic Zone (SEZ) on the acquired land. Accordingly, it was proposed to develop the SEZ under a new company named Gopalpur Special Economic Zone (GSEZ) Limited formed as a 100% subsidiary of Tata Steel Limited in October 2006 and later its name was changed to Tata Steel Special Economic Zone Limited.
Year 2015 – Present
After a lot of deliberations, the Government of Odisha cleared its long pending SEZ policy in June 2015. Thereafter, the Government of Odisha decided to register 500Ha (1235acres) of contiguous land in favour of Tata Steel Special Economic Zone Limited towards development of multiproduct SEZ which was registered in Oct’ 2015. Tata Steel Special Economic Zone Limited has obtained all the statutory clearances and the remaining ~1700 Acre of land has been registered in the name of Tata Steel Special Economic Zone Limited in March 2019. The company has signed 5 customers as on date and is in the process of signing a few more in the upcoming months.
